In order to select the best Minister of Finance, The Banker organized a survey among bankers and economists. The people participating in the survey pointed out Jürgen Ligi’s ability to keep the state's budget deficit under control in economic recession conditions. According to the respondents, this is a rare achievement and especially considerable in case of Estonia, which helps the state to meet the necessary criteria for joining the euro zone and paves the way for the recovery of economic growth. According to the publication, the title of the Best Minister of Finance in Europe shows the confidence of the markets in him.

“It is remarkable that Estonian finance receives important international recognition already for the second time during a short period of time. This time we were recognised among all European states, which assures once again that we, as a member of the euro zone, have an important message to give in Europe. I like especially the fact that in their argumentation they do not so much speak about the monetary unit as the exterior side but they assess the essence of economy and finance,” Jürgen Ligi commented.

In October last year, the international industry publication Emerging Markets selected Jürgen Ligi the Best Minister of Finance 2010 in developing Europe.
